Can you tell if someone is Bi?

It is so hard to tell, for me at least, if someone is bi, while some really put it out there others hold back and you never know. You don't want to just ask them in case their not, how embarassing would that be! Then again, if they give you mixed signals, you don't know what to make of it. The other question is:
How can you tell if someone is attracted to you? If they don't make the first move should you? I often wonder this, as usually it's the other person that makes the move.
So anyway, I am wondering what you do about a couple that really don't swing, but the wife has girlfriends but your not sure if she is or would be attracted to you and if she was would it all work out in the end?
We have a few people we know like this and we just don't know what to do about it, we are friends but have never gotten together with any of them in "that" way and wouldn't even know how to broach the subject.
If you all have any ideas, just let us know because we are really curious. I personally really like the one lady but not sure how to go about approaching her, course I guess we could all go out and just get drunk one night and then just see what happens!
Oh well, such is life, will do what we can and hope someone gives us and idea on what to do or how to go about it, and if we or I do ask or bring it up and am put down, how would we all stay friends in the end?
